Can you change a fuel filter without draining the tank?

Yes, on any modern diesel engine with a housed cartridge fuel filter, you can change the filter without draining the fuel tank. The procedure isolates the filter housing from the rest of the fuel system. Shut off the engine, let pressure equalize for 5 minutes, place a catch pan under the housing, unscrew the housing cap, remove the old filter element, drain residual fuel from the housing into the catch pan, wipe the housing interior, install the new filter element with new O-rings, torque the cap to spec, and prime the system using the dash-mounted electric prime pump. Total fuel loss is typically half a quart from the housing alone. The tank stays sealed and full. The procedure is essentially identical on the Detroit DD13/DD15/DD16, Cummins ISX15 and X15, Volvo D11/D13/D16, PACCAR MX-11 and MX-13, and Mack MP7/MP8. Spin-on secondary filters use a band-style wrench instead of a socket on the cap and hold slightly less residual fuel, but the principle is the same.
