The Cummins ISX, like all Cummins engines, is owned and manufactured by Cummins Inc., headquartered in Columbus, Indiana. Cummins is an independent company, not part of any truck OEM (unlike Detroit Diesel, which is part of Daimler Truck, or Mack engines, which are part of Volvo Group). That independence is why Cummins engines are an option across multiple truck builders: Kenworth, Peterbilt, Freightliner, Volvo, Mack, and International all offer trucks with Cummins engines as factory configurations. Cummins also owns Cummins Filtration, the division that manufactures Fleetguard, the OEM filter brand for Cummins-equipped trucks. The corporate structure: Cummins Inc. (parent company) owns the Cummins Engine division (engines, including ISX, ISX15, X15, ISB, ISL, ISM) and the Cummins Filtration division (Fleetguard filters).
